Well, someone had to come up with the prisoner protocol for Hoolay in the first place, and he had to be kept somewhere before it was done. I mean, worst come to it, they could have Jingliu stand guard nearby to keep him in check (or just threaten him with her, since it does seem like she gave him PTSD). Though, that is still supposed to be the Ten Lords Commission's job and not the General's or military's job. :p
