Sadly, that's been the story since the Regean administration. Obama tried to do something about it, but there was too much push back from the Republicans at the time and he was too intent on getting bipartisan support instead of just pushing it through when they had a super majority.
It's been a well established theory/pattern in polisci that totalitarian governments have the advantage when it comes to responding to crisis events. Democratic ones have more stability, but has a hard time responding to extreme situations. It's a trade off between efficiency and stability.
