I have possibly mixed opinions about this, depending on if-factors.
Is the smaller court size still within legal regulation?
If no, then obviously that's not ok.
If yes, then-
Did the Tokyo Olympic Committee (or whoever is in charge of such things) tell everyone what the size of the court would be?
If no, that's not cool. Having an unusual court size and keeping it to themselves is suspicious.
If yes - if everyone impacted knew that the courts could even possibly, legally, be a smaller than usual size, yet didn't bother to train for that possibility... I kind of feel that's on them. Don't put all your eggs in one basket, expect the unexpected, and all that. High reliance on any one thing in sport isn't the best strategy.
But that's just my two cents, which are worth literally nothing.
